Council approval in Brisbane is rarely one approval. A new café can need planning approval for the use, building approval for the fit-out, and a separate council approval for the sign out the front, each under a different set of rules.

Demolition, character and heritage approvals

Do I need council approval for my project in Brisbane?
It depends on what you’re doing and where. Many minor works are accepted development under Brisbane City Plan 2014 and need no planning approval, but most building work still needs building approval, and signs, demolition in character areas and changes of use have their own triggers. What's the difference between planning approval and building approval in Brisbane?
Planning approval decides whether a use or development is appropriate for the site, and is assessed by Brisbane City Council against City Plan 2014. Building approval checks that the building work meets the National Construction Code and the Queensland Development Code, and is usually issued by a private building certifier. Many projects need both, and the planning approval generally needs to be in place first.
Who issues building approvals in Brisbane?
Most building approvals in Brisbane are issued by private building certifiers licensed by the Queensland Building and Construction Commission, not by council. Council can still be involved as a referral agency, for example where a house needs a siting or boundary setback variation. We coordinate with your certifier so the planning and building approvals line up.
Do I need approval to demolish or renovate an older house in Brisbane?
Often, yes. Houses in City Plan 2014’s traditional building character overlay generally need planning approval to be demolished, removed or substantially altered, and heritage places have stricter controls again.
